Judy Higgins has been with Proctor Construction Company for 27 years providing comprehensive experience to the firm in all phases of construction administration and financial accounting. She currently oversees the firm's administration and finances. Her dedication and vision have provided invaluable contributions to the professional advancement and achievements of Proctor Construction Company.

Judy is a founding member of the Tri-County Chapter of NAWIC (National Association of Women in Construction), which received its charter in 1986, and served as President, Vice President, Treasurer and Director, as well as chaired numerous committees on its behalf.
