“cost plus” and they negotiated with sub-contractors for the
best deals. Too, the Proctor Company was instrumental in helping
perform valuable
engineering services to
keep the cost down and maximize the construction design. They
were very helpful as they coordinated work schedules in order to
allow time for special functions: i.e. an open house, state
inspections, tours by prospective donors, and visits by
